That’s a Great Pyrenees – We had a Great Pyrenees once upon a time. Her name was Sophie. She was a gentle giant who had a rough start in life but then lucked out (and she knew it).
Her name is Susanne Ruseler, and she travels the world, sculpting in sand, ice, snow, and other ephemeral materials, on commission for special events, or in contests and exhibitions.
She’s so good at it you’d think she’d want to produce some permanent work.
Some of her pieces are huge, and much more complex than this one.
Israel Kamakawiwo’ole, or IZ, was very popular in Hawaii and his fame has spread. The scene at the end, with all the boats and banners like “IZ LIVES” was the scattering of his ashes in his beloved Hawaiian waters.

They’re awfully big to be explained by nail polish… probably stick-on nails.

So many accessories, so much makeup… my first impression was 1930’s drag queens!
But I don’t think so… I think just ladies .. so to speak… strutting their stuff.

The image is actually labelled “The Paris fashion of 1930s– photo by Meurisse.
“Meurisse” is a studio, not a person… and I’m pegging it a lot closer to 1930 than 1939.
This LINK agrees that you are spot on with your 1930 assessment. It says the photograph was taken at the 1930 Kentucky Derby.
Two things:
1) At 1 minute 28 seconds:
I think a case could be made that Coca-Cola’s advertising company stole her Santa Claus.
2) I’m posting her caption for her obviously political cartoon shown at 3 minutes 1 second; publishing that cartoon took a lot of bravery.
