I know the photograph is oriented essentially Northeast which would make the background mountain Mount Seymour, I think, with downtown roughly following a line from the centre of the dome the left centre of the picture..

You got it! The orange blobs on the left are the cranes of the container port in the inner harbo(u)r. the hummock on the right horizon is Burnaby Mountain/SFU where I spent my adult life. (The bulge below it is Capitol Hill where I spent my childhood!)
To go back to an expression I heard in the early days of computers (long before the internet):
The hardware (bowl layout / computer wiring) and software (cat food / programming) are in good working order.
The problem is the wetware (cats / human user-s-).
Cool picture, but it’s either photoshopped or over processed (too much ‘sharpen’ used on the B-2. It also looks like a heavy hand with ‘saturation’ as well.
Nobody, though, is quite as excited as young Tick, aka Sparrow.
Ready to leap into the fray, with all the energy of a basset just beyond puppyhood…..
But of course, Bruce, aka BatBasset (shhh… it’s a secret) … will teach him to use mature judgement, and curb any tendency to treat crime-fighting as a sport.

But “Cleo and Company” by the time this first ran had already matured to where these expert touches were casually added to a mid-week strip.

It’s easy, but just using “3 of the four symbols” it’s unclear…
I think they’re looking for 2x 3+4 -5 =9, which is confusing.
It takes parentheses, as well, to make the order of operations clear:
[2 x (3+4)] -5 =9
Left to right as they occur
multiplication and division first, then addition and subtraction
2 + 3 × 4 – 5 = 9
I saw my solution right away, so it didn’t occur to me to look for another equation…. But I like yours better.
Without parentheses, it has the advantage, because multiplication comes first.
I still think they should both have them, though, just to be clear.
No, it’s a fair puzzle.
The four symbols you are to use only three of are clearly shown; and those three in proper order solve the equation..
