Looks like it could be made into an early adjustment for a paraplegic. Probably would require running one wheel faster than the other (or even backwards). Probably not too good for stairs. {^¿^}
Looks more like the steering is controlled by the rear wheel as there doesn’t look like there is enough clearance between the frame and the large front wheels to enable them to turn to any reasonable degree. Plus the crank/wheel bearings look like they’re bolted rigidly to the frame.
Used to deliver newspapers, 7 days a week. My dad would set up a grill in the garage to warm us as we folded our papers. Loved that warmth (in so many ways as I remember him). Then out into the cold / wind / rain / whatever to “git ‘er done”. Builds character!

though it has some of the flavor of both their oeuvres….
It was the great English director, Carly Feed-me.

Tense, involving… even a bit hard to follow at times… it’s a journey into a lost time and place.
As the mystery deepens and finally unravels, we see a beautiful, if shadowy, vision of postwar Vienna torn open by haunting enigma.
