The year is right, but the original title is “To Catch a Thief”.

You’re right!

Not just the original title, the only title.

I didn’t even notice.
Oops.

Oh – there are many titles in different languages, but “It Takes a Thief” is not among those listed on IMDb.
The German title? “Über den Dächern von Nizza”…

Hmmm… “Over the Rooftops of Nice”.??

But you see, that makes sense.

“It Takes a Thief” OTOH is just sort of a typo.

Somebody… maybe Nighthawks, maybe wherever he copied the title from….
simply typed the wrong half of the phrase.

The title in English is the second half of the old saying ….

“It takes a thief to catch a thief.”

(Which is also more or less the plot.)

…plus that whole phrase is the title of a completely different movie.

Gosh Nighthawks… You couldn’t find one long enough?

I’m fairly confident about 16 of them, and there are a few more guesses that could be right.

I marked i think five of them “can’t read”.

I’m still working on it but I have to stop for a while and come back.

My guesses so far:

1. ??
2. All over it
3. Untoward behavior?
4. Hanging chad
5. Broke away

6. Falling down
7. Building up
8. Can’t read… If the little word is “ice” it could be ice on the bridge, if that makes any sense.
9. Could be I can’t believe it, if they expect everybody to know that “cant” means slant. But then why is the E missing?
10. I understand

11. Can’t read
12. All star …. something I can’t read
13. Broken dreams
14. A bold plan
15. Faded into nothing

16. ? Maybe the jet stream?
17. Cut up
18. Black box?
19. A blank expression
20. ?

21. ? Maybe I long to see you.
22. Look out below?… below what?
23. ?? Louvered glass doors?
24. ??
25. ?? I wanted to say something about thin mint, but the LE would make no sense.

26. Missing piece? Doesn’t quite work but might be what they want.
27. Obscured view? Clouded view?
28. ??
29. Aha! One ring to rule them all! (The aha is not part of it 😁)
30. Wind up toy

31. Can’t read
32. Can’t read
33. Congress is in session
34. Broken home
35. Star Wars
