Probably not the architect for the down pipe; it looks like a cobble on. I would guess that the railing originally ran out to the side, allowing access from side & middle. Per your safety observation they likely had to move the railing to meet code. The down spouts were likely worse and were moved as an improvement.
They look almost like cardboard cutouts instead of live people.
It might be the lighting, and the depth of field…. everything is in focus. Ok, you can’t read all the labels but the ones in back are the same as in front.
Maybe a 4×5 camera like they use to shoot postcards?
If you can tell me why this photograph by Andreas Gursky of the Rhine River is worth $3,400,000.00 U.S. (it was sold at Christies in New York / its title is “Rhine River II”) I’d like to hear your explanation.

Can’t see enough of the vehicle bottom left to work out what it is.
And looking at his coat, Paul has arrived on a motorcycle.
