I learned that from old submarine movies. The sub would get depth-charged, and water would start spraying in. Then they’d turn the valves and shut it off. I always wondered why they had all those valves, and when would you ever open them if they just spray water into the sub.
I could be wrong, but if this is the same as some other styles it resembles, it’s never been completely UNdone.
It’s very thickly coated with a kind of red clay that actually kills or discourages germs and insects… It’s considered clean and protective, not dirty
There’s a little clay in the baby’s hair too.
I posted a picture awhile back from someplace where the children had a thin coating all over their skin.
It gets washed off in the rain or the river, if there is either where they live, but not completely, especially as thick as it is in the mother’s hair.
They may live without access to enough water for bathing, so their culture relies on a different method for staying healthy.
This hairstyle would be built up over time, rarely started from zero.

How in the world does anyone know what each of those valves controls?
The same way I knew how to dismantle and reassemble dozens of types of equipment when I worked in the power industry, practice and experience.
Just turn the one that’s leaking (righty tighty).
