Yes, a lot of dark blue and brown, also some dark green, and black…
I’m making an assumption here, that because it’s a crowded street in the East End, there weren’t many well off ladies in the crowd.
But if there were any, they may well have worn colors like emerald green, and deep red.
Interestingly, you’ll see very little blue-green, like turquoise, and almost no purple, for a few more years, till those dyes become more common around WWI and the 1920s.

Some of the grey worn by the poor is actually faded from black, and you’d also see a bit of pink, light blue, and other colors that weren’t chosen, but faded. Especially because poor people wore hand-me-downs, given by employers to servants, and donated to churches and such.
When poor woman made or bought new clothes, for themselves or their families, they tended to choose heavy, sturdy fabrics in dark colors, because they’d last longer and not show dirt… so those probably dominate this photo.
Those light colored skirts may have been made in light blue or gray… But they might be faded from darker colors. The white (ish) shawl could have been chosen in a light color… but might just be woven from undyed wool. And I wouldn’t be surprised at any that were dark red… Just usually more cranberry than wine colored.

I’ve been to museums to look at clothes, and it’s surprising how much color there was. But some of the beautiful prints and stripes wouldn’t be worn here, because that fabric was too expensive and fragile for this particular crowd.
We see black or sepia and white photos, and it gives a drab impression…. But by 1908, I doubt it’s as drab as you think

Because we had major wildfires here in 2017 and nearby in 2019, I learned what lot prep cost then.
Good friends whose house burned down in town had to pay about $15,000 for lot cleanup, and that was a special price for fire victims…
But they saved quite a bit vs. building on an empty lot, because it was already level, and water and sewer were in … So they “only” paid about $30,000 for inspections, re-leveling (unnecessary but required), fees, hookups, etc…. and still were going to need to pay for a foundation and a crew to set up their prefab house.
Insurance only gave them money for the structure… they were shocked at how these other costs ate into it
Probably would have been at least $60,000 all together…. And would be a lot more in 2025, with no breaks for fire victims.
Even more if you need to bring in new water, sewer and electric lines… with big fees for each. That cheap rural lot gets expensive if you have to pay for 20 miles of utilities… Though you’d usually build a septic system, not hook to a distant sewer.
But still, it’s a beautiful house, which, brand new, and sitting on that lot in a nice part of this city would cost at least close to a million dollars.
Four bedrooms and only one bathroom. The bathroom is on the first floor. And the kitchen is tiny. All very appropriate for 1916, but not a good fit for 2025.

Put some more green around it, add a big swimming pool or two, and it’d be fit for human habitation.

And not all the parts either, plaster/cement/bricks/footings/etc are extra. So $28k for timber and glass.
