Image search turned up that it’s downtown Toronto, on an extremely cold night, taken by a photographer named Ronnie Yip, who climbs very tall buildings to get shots like this
That doesn’t explain the round horizon.
I tried to download a picture from one site, of a building with blue circular levels, that this night have been taken from…. But the image disappears a few seconds after I save it
Can’t make out the signature with the resolution on my tablet… or maybe it’s the image itself…. but it’s gotta be a George Booth drawing. A legendary New Yorker cartoonist.
It looks exactly like my mechanic’s shop when I first started going there, 15 years ago, except for the signs on the wall. There were always broken appliances and machines and parts lying around that had nothing to do with cars.
The “waiting room” had broken chairs, piles of boxes, and greasy tools scattered on the table near the not so clean coffee pot… which was often left on the burner when empty, so the room smelled of burning. Even the fresh coffee tasted like something rescued from a fire.
Using the rest room was an adventure. He said I was one of the only women who did.
Since then, his business has deservedly grown… It’s still housed in one of those places like this one, that look like storage units with roll up doors… But he’s spread out from 2 doors to 5
Now he’s got about 6 mechanics, one female, and several young women taking shifts in the office, so all that has been tidied up …. to a degree, anyway.
I like how everybody calmly watches without the scrambling to get away like you see with members of the general public who haven’t been around farm animals. No panic and confusion causing anxiety in the animal, which would cause it to act unpredictably.

Fish-eye lens on the camera to give a wide-angle view would be my guess.
